explorer abs issue

Its a 97 AWD 5.0 explorer. My mother in law drove the damn thing so long without pads that the rotor seized itself to the wheel bearing. I replaced the pads on it first cause I couldnt figure out how to get the rotor off, then she drove on it like that for about a year then it sat for a year. Well the trans lines rotted out so while I was replacing those I took the wheel bearings and rotor off and got them to seperate and put new rotors on. The pads still have lots of life but are kinda scratched up and have some gouges. Now to the problem:
When I go to brake it does fine until Im about ready to come to a complete stop. The ABS starts kicking in and it acts like it dosent want to stop. Its only right at the last little bit that it kicks in and it feels like it wont stop. Any ideas?
 
I'd replace the wheel bearing/hub assembly. They tend to do that as they approach the end of their service life.
 
Agreed. It is usually one of the front hubs causing the problem. The ABS tone ring or exciter ring is inside of the sealed wheel bearing/hub assembly.

Sometimes you can get away with just replacing the sensor that goes into the hub, but more than likely the problem lies inside the hub, which you cannot see.
