exhaust smells like gas and fuel pump is loud!!

Title explains everything. 94 4.0L manual, exhaust at idle smells like gas and through all rpm's the fuel pump whines. The fuel pump doesn't seem to change in noise at all whether it is floored in park or idling in park. 02 sensors, maf, sparkplugs, fuel filter, air filter and a couple other maintenance items are all brand new. Anywho, can anyone give me an idea as to why my exhaust smells like fuel and why is my fuel pump whining? Thank you guys in advance for any information.
 
With the engine off and the key cycled, does the fuel pump whine?

I don't believe the two issues are related. Fuel smell indicates incomplete combustion. Have you checked plugs, timing, air filter and vacuum lines?
 
Start by checking the fuel pressure. It could be the pressure regulator or fuel return line is stuck shut causing too high pressure at the injectors. This will put extra load on the pump and excess fuel will be injected.
 
What psi am I looking for when I check fuel pressure? And well, what are the proper steps to check fuel pressure? And where in relation is the fuel regulator? Is that close to the fuel vapor canister and connected to vacuum lines? If that's what it is it is brand new already. I guess, long story short everything in the engine bay is brand new except the engine. New heads, gaskets everywhere a gasket is located on a 4.0L, spark plugs, wires, reconditioned and tested fuel injectors, maf, fuel filter, anyways, anything in the engine bay that was bad has been replaced. And anything else that wasnt bad but needed maintnance has also been replaced. Hahahahahahaha still a long story but hell, I only ask this because im curious and in no real hurry to fix. By the way, my timing is nuts on. 147xxx miles before rebuild, checked timing chain and related items while I was in there, everything was fine and in spec but I still messed with the adjustments and lubricated them and put them back to spec yada yada yada, smelled like fuel before rebuild and smells like fuel after rebuild. Fuel pump whined before fuel pump still whines. Hahahahaha so yeah my real question is why, and what steps should I do to go about fixing it? Thank you so much guys!

The regulator is on the fuel rail, and is a metal thing about 1 1/2" in diameter with a vacuum line attached to it. There is a Schrader valve on the fuel rail where a test pressure gauge can be connected, and the pressure should be 35 to 45 KOEO, 25 to 35 at idle with vacuum hose connected and 35 to 45 with vacuum hose disconnected.

If the pressure is much higher than that, relieve pressure and check the return line for blockage. If the return line is clear, replace the regulator.
 
Check the vacuum line on the regulator, remove it and see if it smells like gas.

In the fuel regulator there is a diaphragm, if it leaks raw fuel will be sucked into the intake via that vacuum line.
