Engine won't go over 3k help

I need help. I have a 95 2.3l xlt 5 spd. When I drive it, it starts to die like its hitting red line at 3,000 rpm on every gear and will not go over 55 mph at all. I've changed all the plugs and ran fuel system cleaner and nothing is making it better. Please help!
 
Try putting in a new fuel filter, $11, should be located in the drivers side frame rail, approx. under the seat.

The system is under pressure even when off so be careful, loosen gas cap and if you can, bleed some pressure at the injectors.
Should be less than a 20 min. job
My 1994 ranger didn't need any special tool as reported, just a flat blade screw driver to release the tabs on the hoses.
 
If the filter doesnt take care of it, the pump is your next likely option. I replaced both on mine and it fixed it, im pretty sure mine was the pump, but who knows, thats what happens when you throw multiple parts at the same problem.
