can a 1995 2.3 be put in a 1994 with the wire harness being different? 2 wire crank position sensor on 95 and a 4 wire on the 94.

It is not ideal, someone did it a few years ago and I think drilling the holes to mount the older style crank sensor got complicated with the oil pump being there... Unless you are pretty handy I would try to find a '89-94 engine, I think you can include '91-93 Mustangs too
