Engine Accellerates... Dangerous Condition

I have a 1989 2.9 auto Ranger that accelerates past 6000+ rpm's and remains there when I give it the slightest amount of gas. This is a dangerous situation and the truck can't be driven. The throttle cable moves freely but the throttle plate located inside the MAF sensor housing doesn't move as freely as it should. Could this be my problem or should I be looking elsewhere?

Well I think you mean throttle body, not MAF sensor housing, since there is no MAF on an 89 2.9.

You can try cleaning the throttle and IAC and see if that makes a difference. If that doesn't help I would start looking for vacuum leaks, particularly around the intake gaskets.

The throttle plate has a coil spring on the outside of the housing, where throttle cable connects to linkage.
When engine is running at idle throttle plate is closed and it will stay that way, once you start to open it, push on gas pedal, the air flowing past it will push it all the way open if nothing stops it, so that spring needs to be in good condition that's what stops it.
With engine off unhook throttle cable(and cruise cable) from throttle linkage.
Open and then release throttle manually, it should snap closed, no sticky ot rough spots.
Also at this time pull out and push in on the throttle cable, it should slide in and out easily, gas pedal should go up and down as you slide the cable in and out, no sticking or rough spots.
