Emissions Not System Ready

I took on of the work trucks in for emissions, its a 2003 3.0L Ranger 5 speed.
Its been about a tank of gas since the batter was replaced and it failed thy said the 02's, cat's, evap fuel system is not ready. There are no check engine lights. I read the 02's volts thy seems to be working.

Am I missing something or does it take a lot longer to get the systems ready after a power lose?

I'd drive it around for about another week or so. Most auto parts houses offer free computer "checks" and can actually pull information about sensors and if they are "ready". In the case of my wifes car? It failed inspection due to a set of blown fuses that fed the computer--or some part in the computer? (The car still drive with no CEL on????) But it wouldn't interface with the state computer. So we replaced the blown fuses, the computer 'talked' to the DMV system..and said all 5 sensors not "ready" so it failed. It took driving the car for about two weeks for 3 of the 5 sensors to report 'ready'.

Edit: Most parts houses are now expressly forbidden to 'reset' car computers that have an active "CEL". Might want to make sure any store that does pull the codes for you? Does NOT reset the computer! Otherwise you'll have to start the process again.
