Electrical issue

I bought a 95 Ranger 4.0 4x4 5 speed that had been sitting up for a while and needed a fuel pump. I replaced fuel pump and got it running, but I have some electrical issues in the cab. I don’t have windshield wipers, 4x4 doesn’t work, radio doesn’t work, etc. I don’t have power on fuses 4, 11, 12, 24,27, and 28. I know 28 is for the GEM module and that probably powers a lot of those other fuses but I’m scratching my head on this one. Any help will be greatly appreciated.
 
If it's been sitting for a long time check for signs of rodents. Mice love to nest in vehicles that sit for long periods and chew on wiring for no apparent reason other than to be jerks.

Yes, wipers and 4x4 plus other cab systems are run by the GEM

Those fuses look to be Key on power so could be ignition switch(under steering column) issue

I already tried the ignition switch. Still same issue.
 
Well download the diagrams and check for what those fuses have in common
 
Okay well I wasn’t checking the fuses properly, some of them only have power while running. I have power to everything, except fuse 27, and that is coming from the battery saver relay which gets power from GEM module. Tried switching the relays and did not work. I will be ordering a new GEM module and I will let you guys know if that fixes it.
 
Key on power, engine doesn't need to be running

GEM only controls Battery Saver relay as far as power, and Battery saver relay sends power to fuse 27 when it closes, per diagram 2

GEM does interface between wiper switch and wiper motor, also between 4WD switch and shift motor, so if GEM is not on or working then no wiper control or 4x4 control

Fuses 10, 20, 25 and 28 power the GEM
