In My 95 b2300 the # 25 fuse is always hot drawing a lot of juice can't find short. Suggestions please

In 1995 many Fords got Battery Saver Relay and GEM.

Is that fuse #25, you have the diagram I don't?

GEM(generic electronic module) controls all the cab electrics, and the Battery Saver relay.
GEM has a timer that will turn off cab electrics/lights after 20-30 minutes of key being off.
So to test draw you need to wait that 20-30 minutes.

If battery is draining, and battery is 1 to 5 years old then could be GEM is failing or Battery Saver relay is.
