EGR Valve problem?

Tying to figure out why idle speed is below the stated 900 RPM for a 86 V6 2.9 liter engine with manual transmission. I removed the EGR valve to try and clean it. But I cannot see the pintle and seat to see if it is clean. This is my question. Does anyone know, if, when you blow into the exhaust inlet side of the EGR valve, is it normal to feel air come out of the intake side of the EGR? Is it normal to have a slight leak? I know exhaust coming into the intake at idle can effect the idle. I checked for EGR module to see if it is leaking causing the EGR to open prematurely, but vacuum tested at around zero. Also do not have any codes. I also did not think to come up with a way to block off the EGR to see if the idle improved.
 
if you can, grab a computer and egr block off plate out of an 88 and get rid of the system, you can't run an 86 computer without the egr stuff because it won't run right
 
I just did the EGR on my '86, bench tested it to confirm that it was leaking.

But before I R&R'ed it I loosened the two bolts on the intake manifold and cut a strip of beer/soda can to cover that hole. This is what tipped me off that it wasn't correct. The computer never threw any codes FYI.
 
Thanks for the tips. I already replaced the EGR valve. The reason being that out of the box, you can't blow through it. That and trying to find an 88 that matches my truck would probably be a pain in my area. But I will keep that in mind.
