EFI help

I have a new '85 EFI 2.3L from pan to head..bored .40 over,blanced, ported head and intake .461 lift cam etc..
Now then my problem is as soon as it starts the fuel pressure jumps to 40psi which is max for my pressure regulator, idle should be 30psi..or used to be, as soon as you step on the throttle it bogs down a little but then it only picks up about 1800rpm at best and thats where it ends...I hooked a vacum tester to my intake manifold and the is little to no vaccume..Anyone know whats going on here...im out of ideas...everything worked when i yanked the engine...only thing changed is the internals..i tried using both stock and higher lbs/hr injectors...no difference..runs better with stockers.
I know i need more vaccume..how can I create this though? or am I just missing something..

With low vacuum the fuel pressure will be high like WOT. I would suspect that the cam timing is not right. Did you have the block and or head shaved? Are the valves set up correctly? Also a very restricted exhaust system will cause your problem.
