Is a 95 e4od tranny mlps/ gear range selector/ neutral safety , whatever you want to call, the same as one for a 96 tranny??

Dunno. Go look them up on a parts store web site and compare the part numbers. If the numbers are the same, it's the same part, if they aren't, they are different.
