dummy lights on but car wont start

95 mercury tracer, has the obd 1 computer system, but this is a genereal question that applies to most cars im assuming. the dummy lights are all stuck on but the car wont click or even sound like it wants to sart when i turn the key, ive tried jump starting the car and that wouldnt work, so i have assumed that the problem is not battery related, so can anyone give me some ideas, maybe if its the starter motor? ignition? or computer?

Ignition switch, neutral safety switch.

The computer isn't close to involved in a "no crank" situation.

Ignition switch, nuetural safety switch or starter relay. You have a good test light or volt meter?

All dummy lights stuck on? Thats a bit of a twist. Just something to try, take a hammer and lightly tap the starter motor (maybe even a few harder taps if it didn't work the first time).
