No the ABS does not kick-in unnecessarily. But if it did, what is your thinking?

Broken tone rings can cause blips in the wheel speed sensor signal making the computer think one of the wheels is locking up. It usually results in unwanted/unneeded ABS activation below 5 MPH and rarely in reverse.
