DPFE Voltage Pid

'98 Ranger with '99 Explorer V8.

I'm running some datalogs (SCT SF3) in trying to diagnose some DTCs. In the datalogs, at operating temperature...

1. The engine remains in open loop. Not sure why, yet.
2. The DPFE Voltage is flatlined at zero.

I checked the DPFE reference voltage and I am getting a solid 5V.

Shouldn't the DPFE voltage read at least 1V, even if both lines are open to atmosphere? Could it be reading 0V because the engine is in open loop?
 
It will read even in open. Manually open the egr and see if it changes if not, and the engine idles roughly with it open you may have a partially blocked passage or a bad dpfe, if its the older metal style is almost garunteed to be bad

Thanks. I guess you mean open the EGR valve with manual vacuum? I'll give that a try. It's a plastic unit, but it has some miles on it.
