door lock issues

1999 Ranger XLT 4.0liter door locks driver side door lock will lock not unlock / passenger side locks and unlocks normally / new lock actuators on both sides / swapped switches with the same results / Any info will be appreciated

Check for power at the switch and check for a good ground
Then check at the actuator that when the switch is pressed that there is voltage at the actuator
