Butt Scratcher!! Ford put them on certain 00-ish rangers, fairly expensive option too. they were kinda like those electric razors that they put in the cars back in the 50s.

Is it hooked up to your wipers? Maybe for the washer jet? Horn? Potato cannon? Flash-to-pass lights?
 
It is hard to see all the wires and colors but it looks like the 4x4 control module. It controls the shift motor on the transfer case.
 
Could be to reset a security system. Or to disable the remote start. For some reason that was big in the 90's

could be the fuel shut off button thats what it looksd like but mines under my dash
 
Ok, first, everyone stop saying it might be the fuel pump cut off, its not the freakin' fuel pump cut off, that is behind the passenger side kick panel 4 feet away from where this thing was found.

I went and pulled up the component location charts from Ford and there are two things on it that look like they could be it. If its on the passenger side of the radio hole then it isn't labeled.

If its on the driver's side it looks like it could be a few things depending on the vehicle's options, namely the battery saver relay, assuming its a 2wd and has no power options.

End conclusion: Take it out, find out what doesn't work, and let us know so we can finally know. The suspense is killing me dude!!!
 
that plug looks just like the one that foes in the back of the passanger side power outlet on the 4x4 radio bezel's , maybe the previous owner had an air horn or something hooked up , momentarty switch to activate a relay to power the compressor ? used the factory power outlet plug since it has constant power ?
