Isn't that what locktite red id for - fixing bolts that want to escape?
For me they didn't rattle loose, the plastic liner expands/contracts differently than the aluminum tailgate and wants to buckle if you cinch it too tight. They also have the screw holes at the bottom of the ribs in the tailgate so there is like a 3/8" air gap between the gate and the liner where the screws are.
That is why Ford used shoulder bolts.
