Does anyone know how to alter a photograph?

I have a low buck build planned for this ranger. I want a set of black rims but cannot afford the set I want. So because there are nothing wrong these rims I am considering painting them black. However, I do not think they would look that great. I tried to color them in on Microsoft Paint, but all I got were black scribbles. I need to see them in satin black with the details of the rim clear. Can anyone tell me how to do that?

Thanks! That looks a whole lot better than I thought it would. Now with the lift and 31s it will look just right.
