Difficulty steering

Im having trouble steering. Steering fluid is ok level.
Sometimes it seems the steering sticks or turns hard.
Other times its easy to steer. The garage looked
underneath and everythings ok. What could it be?

more information needed. truck, model, year, engine size. what was the situation that this was happening in? is the steering sloppy? have you tried checking where the slop is coming from? possibly your steering box if you have one?
 
is the boot on your steering shaft torn, does it go away after driving for a while? if so some times it will steer straight fine, but go to turn and it almost seams to buckle. if this is the problem usually moisture or debris or even slight rust will build up in the jointof the steering shaft, causing the steering to get stiff. if you can, spray a little grease on the joint, see if it goes away.
 
Frankly, if the shop said it was OK and it's obviously not, you need a new shop.

Something -- anything in the steering system -- is binding. Only inspection will find it.
