Defroster flow

97 Ford Ranger

Just purchased this and there appears to be a defroster air flow problem. When the defroster is turned on, I can hear the blower motor and there is flow but it appears to not be directed up towards the windshield. So the air flow may not be diverted in the right direction. When I chatted with the owner, he indicated he replaced the heater core recently but did it through the heater in the cab below the dash. He did not go through the area under the hood. When you look down by the heater below the dash there is a small piece of duct tape. So it appears they did in fact replace the heater core through the front. Perhaps they may have disturbed the defroster diverter. Any help on how to attack this? Is there a diagram on how this should look?
 
i believe if he changed through the bottom side of the dash on the passenger side then he replaced it correctly, but he may have disturbed the cables for the blend door operation (im not entirley sure if 3nd gens after 94 still used the adjustable cables or if they went to an electronic controlled system). hopefully some one else can chime in and clarify this. have you pulled the duct tape off to see why is on there?
 
Update
I looked at this from behind the glove box and when the person replaced the heater they just cut out about 6" square piece in the heater plastic housing to replace the heater core. They replaced the piece and it was secured with duct tape...nice

Check the controls and the temperature manual control wire move and appears to work.
The defroster/heater switch turns on the heater blower but nothing is moving to switch the air flow. Would this be a switch?

It appears the control is electronic as I cannot find the wire that controls it. Again, the air flow does not divert via the switch - heater defroster.
