I think you'll find that answer to be mostly no on that one Joey, they are from different versions/eras of the brand
 
I'm not sure what years your model matches, Joey.
They usually stay fairly close within models, mine is a 93 and I think 93 and 4 are the only two I could choose from, you might find yours has more options
 
would the dash and wirers from a 2004 work in a 99 ranger?

The dash has a VIN number embedded in it. The process of getting that tag moved and attached to a new dash is so legal intensive, it would be easier, and maybe cheaper to replace the truck rather than the dash.
 
well.....if your just looking for plug and play. thats a bad period, likely not something worth trying.

Wire are a different story. Off hand, 1998-2000 should be the same. Try to find a truck equipped the same as yours so as to make sure all the connections you need are there. I suspect that the main harness on all the trim levels is the same but I'm not 100% sure on that.

I went out last night in pouring rain to look at dash the vin # in on truck not on dash.

I'm almost 100% positive my 1998 had a plate on the driver's side at the bottom of the windshield that was attached with special rivets right to the dash. Looking at my 2011, the dash has a cutout so that a plate attached the the metal under the dash can be seen. If yours is like that, then I stand corrected. Every other vehicle I've had, had the VIN plate riveted to the dash itself.

No, for sure

1996 thru 2003 Ranger instrument clusters are interchangeable, plug and play
With or without tachometer, all Rangers are wired to have a tach in the cluster

2004-2011 Rangers used a Digital Clusters, an HEC
Much different wiring
These are also "married" to the vehicle's engine computer to prevent odometer tampering
So not interchangeable without "re-marrying" the cluster to computer or visa versa, using Ford software on a laptop

so would all of my dash parts work with a 96-03 dash like windows and locks and everything else in dash.

Always replace the 6 back light bulbs in a cluster when is out

And a good idea to plug in the "new" cluster and test if all the indicator bulbs are OK
There is a bulb test when you turn on the key, all bulbs should light up and then the ones not needed will go off
Replace any that don't come on with key on

thank you sounds like good advice but the power window and locks and heater switches ? will they still work with new dash harness? I have to swap out whole dash because my brother inlaw threw my dash away. And I havent killed him yet
