Dana 28 to 35 ... tires rubbing ?

awhile back I changed my 1987 dana 28 complete front-end to a 1990 Dana 35 from a 1990 ranger.
I been noticing when I cut my wheels. the tires scrub my inner fenders ?
is this normal or ??
 
I would think it is the other way around.I believe the 35's are a little bit wider than 28's mine are anyway.I drilled holes in the edge of the inner fender and pulled it back with zip ties on the bottom to help with rubbing.
 
I never saw a front end that didn't have an adjustable STOP that when adjusted wouldn't stop fender rubbing. I have adjusted many in my time.
