the cruise control up and quit on my '93 last week, and this weekend im off to Dayton and back with the trailer, 200+ miles round trip, would sure be nice if I could get it to work again. its quit in the past for no apparent reason then would start working again, usually it just wouldn't "set" when first being took out on the road, this last time I was halfway to work and it just kicked off for no reason. I have power at the fuse block and the fuse is good, the connection looks good at the servo motor. yes its 22 years old with 177K miles, might have just wore out, but what else could I check on this to get it going again?
 
Try replacing the speed sensor on the end of the speedo cable.

These old CC systems don't have a lot of on-board diagnostics, but the cruise on my BII did pretty much what you described, it wouldn't work right after start up, had to try a couple times to get it set, it would quit working for no reason, and I had a really bad engine surge below 55 when using it. I replaced the trans and T-case back at Easter, and the VSS sensor with them, and the cruise has been working ever since, and that sensor is the only CC related part that got replaced.

Did you try lifting up on the brake pedal? My 95 cherokee had a bad clock spring you just need to follow the path and test switches Maybe a loose/dirty connector in the steering column?

there is also a little green box located above the glove box that you should take a look at, and the horn relay located at the bottom of the dash just to the right of the steering column, and of course don't forget the cruise control servo under the hood(this is what the problem was on mine), also speed sensor, and valve located over brake pedal and buttons on steering wheel.

you will need a multimeter and a wiring diagram

little advice if it turns out to be the servo get new or reman it costs about the same or less then a used one JY around here wanted $100 for a used one and they would not guarantee a working part. i got mine from amazon for about $65

sorry i cannot remember the exact testing procedure.
