Crank pulley won’t come off

I got the middle bolt loosened and the puller set up but no matter how hard I turn it the pulley won’t budge does anyone know how I can get the pulley off?
 
While the puller is pulling, hit the side of the pulley with rubber mallet or block of wood and metal hammer
Go around the pulley hitting where you can
Keep tightening the puller

I tried and it won’t budge

Only that first little section at the front of the pulley is moving
 
there is an addendum to "the poor man's impact" instructions.

get the puller as tight as practical, then using a small/medium hammer smack the head of the puller's bolt.
that will induce some vibrations and hopefully the pulley will move. But, it will only move a very tiny amount. possible only a couple thousands.
grab the wrench again, if it moves a tiny fraction the pulley did move.
repeat as necessary.

I did this on a rusted balancer once, took almost 100 smacks but it did eventually come off.
 
Have you been soaking the shaft with penetrating spray? Might help.
