If one human is involved it will get done but with some mistakes
If two humans are involved then it takes twice as long and there will be twice the mistakes

Yes, I would have to say IF there was no valid pandemic Plan written down by 2018 then no reason to keep the deadbeats on retainer

To be honest, I think you can still "socially distance" yourself on the beach, it is the bathrooms and other public shared areas that are the issue.

so either the light at the end of the quarantine tunnel is getting brighter or we are about to get run down by the pandemic 2.0 train

There is a lot that goes into Emergency Management and Response. People have responsibility from the local level all the way up to the federal government. I've only scratched the surface when it comes to search and rescue after about 3-4 years of training via FEMA, NASAR, ECI, and the Fire Service School in Monroe County, PA. Just for a taste, get a load of the various courses on these sites as examples:

This isn't to defend what the Federal Government or the State Governments have done in any way. There is plenty of things to point at as far as mishandling and poor decision making go. It's just meant to give you a glimpse into that world and the amount of training it takes. One doesn't just go out and start rescuing people. There is a lot of training involved for even the basic grunt before they go out and potentially ruin a search area or get themselves hurt or killed.
