cold engine

i have a 1994 mazda b2300 same as a ranger 2.3 liter and is always running cold put a new 190 degree thermostat new temp switch sensor fresh coolant. even after driving for one hour a can still open the radiator end stick my finger in it for a long time without getting burn. how can i fix this problem
 
Common issue in cold climates with the Lima(2.xL) engines.

I assume outside temp is very low.
Thermostat shouldn't even be opening so upper rad hose should stay cold, as should rad itself.
Radiator circulation is only needed to get rid of "excess heat", so it shouldn't even be used in cold weather until engine temp is higher than t-stat's rated degF

The point of the 190degF t-stat is so engine coolant temp stays above 190degF.
Until temp gauge needle gets above 1/3 the upper rad hose should stay cold, if it is getting warm then new t-stat needs to be returned.
I would use a Slant or Motorcraft, and get the highest degree available, 195degF even 205degF might be available.
No this won't cause overheating in the summer, a working t-stat can never cause overheating, it's sole purpose and only effect on an engine is to maintain minimum operating temp, i.e. the 190degF or 195deF, or 205degF


Many also use cardboard in front of rad to stop air from flowing into engine compartment at highway speeds, just this cold air can keep engine block and head cold.
You can also add tube insulation on longer heater hoses to keep heat in, in cold weather these hoses bleed alot of heat.

I suggest a NAPA priemum thermostat. Also have seen the incorrect thermostat installed as the 2.3 has a special one that after warming up blocks the bypass.
