Code 31 EGR Valve Control Sensor Fault

BII 2.9L.

Doing a KOEO test it gives me this code (Code 31 EGR Valve Control Sensor Fault). I get that also listed as a continuous memory code.

Not sure if this is just a sensor issue, the EGR valve itself or possibly the EGR control solenoid?

Any suggestions how to narrow this down without just replacing stuff?

Also does this sensor just monitor what is going on or is it actually used as part of the EGR control?

When I got this BII the EGR Control Solenoid was unplugged. Suspect prior owner's intent was to delete the function but I don't know. I reconnected it and I do believe it gets signal. About a year ago I pulled vacuum on the EGR to test it and know the EGR valve responded as expected.

At the moment I am working on emissions failure issue at low idle where unburned HC were about 5x the max allowed. High idle (2500rpm was fine). EGR is on the things I am checking out so the fact I got code as well may be connected.
 
EGR isn't for unburnt fuel. While fixing that is still a good idea, it's not going to get the unburnt fuel out of the exhaust.
