Cluster wiring issue

87 ranger. Can anyone tell me what this cut wire should be going to? It had some tape on the end that looks as old as all the other tape on the factory harness but I wouldn't think Ford would terminate a wire like this. It is pinned in slot number 11 on this grey plug along with another wire.

I bought this truck in pieces and am in the process of putting it back together. I got the instrument cluster in and noticed none of the lights work, save the high beam indicator light. So I pulled it back out to check the bulbs and that's when I noticed this wire. The two may be unrelated but I would like to correct this wire while I have the cluster out.

Best guess after some digging is that it's probably a ground for the cluster. Would explain nothing working.

That's what I would've thought as well. When I get back out there this evening I'll have to see if I can find where the other wire that is also pinned with it leads too. I would've thought that if that other wire is also grounded, then it wouldn't matter if that wire is cut or not, since they share the same pin. But I am no expert by any means.
