I have a 2001 ford ranger and I took the three 7mm bolts out and then I can't get the little black plastic piece out does it just pop out or what?

black plastic pieces that hold the lights in? should just twist and pull...mine were a lil tight

Yes. Be careful you don't break that piece around the light switch area.

You mean the trim around the cluster? Take out the trim around the radio and pull the knee panel below the steering wheel first.
