Climate control temp

In my 96 ranger 4.0 my heating system (when turned on) blows hot air only. My max A/C will still be cold while on regular A/C it will blow only hot. I believe that the heater temp control valve works because I can hear the air control door move as I turn the switch from hot to cold. It seems to have a little trouble though. Anyone have any ideas?
