clearcoating rims

[Ranger Sport Honduras]

well i was looking at a thread here , it says that the aluminum rims can treated with some paint remover to polish them, i know my rims hava a clearcoat on them. but it has some scratches and marks of use and abuse.
how can i take it out to reapply clearcoat?? is this normal clear coat for paint or i have to get some special stuff??

EDIT: can i clearcoat my wheel hubs?? to protect the chrome??
