Cleaning surface stain on leather seats

I picked up a replacement daily driver yesterday. Overall it's in great shape for it's age, but there's something on the leather that I haven't been able to clean off yet.

I've tried leather cleaner with lots of elbow grease but it's not affecting it at all. Any suggestions on what to try next?
