My choke seems to be working on the butterfly part, but does not hold a high idle while cold?

I am wondering, there is a vacuum that I have plugged off on the round part the wire plugs into on the passenger side of carb. The vacuum is on the firewall side of unit pointed toward the dizzy. Should this be plumbed somewhere? Or do I need to open that round guy and set something. I have watched a couple youtube video's and it looks like there is an adjustment there. It would not surprise me that it is not set, as the jets came set way off too.

It starts hard too and unless I hold the pedal down will die. Seems like air portion is working but not the gas part of the choke. Once warm or after about 2 minutes of self idling it will run on it's own.
 
I'm not sure I understand the question. I'm guessing "the round guy" is the choke pull off. If you have it disconnected, yes, it should be connected (make sure it holds vacuum). The adjustment for the choke pull off is done by turning a bolt in the rear of it and checking the clearance between the choke plate and carburetor body with the correct sized drill bit.

The adjustment for the choke thermostat is to align the hash mark on plastic cap with the Y notch in the thermostat housing. There are also three idle speed adjustments on these carburetors. Unless it's pretty cold at startup, the high idle will be set by the idle speed control motor--if that's not working, that's a whole different troubleshooting flowchart.
 
I am not using a 84 carb. I just completed my duraspark swap so I am running a 78 mustang non feedback carb. I also do not have a ISC, everythings manual. From the looks of is there is the setting inside the choke behind the three screws, also a high idle setting, and a cam gear adjustment maybe?

I do have a 84 factory book for my rig, just not going to find my answers there since im using 78 gear.
 
If the choke has the round bimetal spring you adjust it to fully close engine cold byy pressing the throttle down once. The choke pull of should open the choke about 5/32 inch and hold it there. The choke thermostat can be wired to the alternator or key on hot and should fully open the choke when the engine is around 120 degrees. The older 2150 carbs had the choke preheater tube from the exhaust manifold and is a direst vacuum leak without the tube. Where the thermostat mounts on the carb there is a fitting that points straight down at the manifold vacuum tree you need to plug that fitting on the choke housing.

There are three screws that hold the housing on the carb the one with two holes the small hole is a manifold vacuum port and needs plugged somehow you dont have the preheater tube from the exhaust manifold.
