okay so for some reason it seems like my choke keeps coming on when it shouldnt like sometime if i tap the gas and let off of it, the truck just keeps going like a stuck throttle till i push the pedal down to kill the choke. is the any part of the choke that could have gone bad by maybe gettin wet or something. any suggestion or comment.

Probably not from getting wet but it may just be getting older.
Most automatic chokes have a bi-metal spring that is warmed up and will hold the choke open, some had a "fast idle motor" that can increase idle when cold.

Good PDF here on those carbs and how they work.
Google: rangerstation 2150 carb

is it the factory TFI carb? it had an idle solenoid

There is a fast idle cam as part of the choke mechanism, if the choke is not coming off completely it will not allow the cam to drop down completely.
