Check gas cap light

Hey guys,my check gas cap light has been on for months. I have changed the cap and reset the puter,it went out for a few miles but came back on. I figured out there was a leak real high up on or around the filler tube neck when I fill it up to the top. There is a smaller tube that is running off the gas filler tube,it looks like an overflow tube or something but I was checking fittings and connections. That's when I discovered I was able to pull the smaller tube straight out of the hole. I don't think it should be like that,am I right? If so,would it be OK to jb weld it?

Yes they have an inner and outer tube. You might have an evap system leak in general. Sometimes if its a tiny evap leak, the computer thinks its the gas cap. I would definitely not jb weld it.
