Right - it's registered to you. Somebody else can't trade it in.
 
right, all it takes is a quick trip to the sec of state .. and i think is a 25.00 fee, which i'll pay, i have the title and everything for the pickup, it is still driveable, it's still a DD at this time it also is less than 25 years old, and gets less than 18mpg
 
hrmm wait your right.. i would have to fork out another 98.00 for the other person to get plates, well for a total of 123.00 plus extra costs .. so for mabye around 200 bucks i could get a possibly decent 4wd for a PoS f-150 .. not all a bad deal

It has to be registered to the same person for 12 months prior. You can't transfer it to someone else and then trade it in for another 12 months.

Yep - maybe that explanation was clearer.
You can trade it in for $4500 on a new vehicle under the program, because you've had it registered under your name for 12 months. If you transfer it to another person, it's no longer eligible because they haven't had it for a year.

You should bring documentation establishing the identity of the person who currently owns the vehicle, preferably the title of the vehicle, and documentary proof that the vehicle “has been continuously insured consistent with the applicable State law and registered to the same owner for a period of not less than 1 year immediately prior to the trade-in.” The final rule will specify what types of documentation would be acceptable.
