Carb Help! Video inside!

Im trying to get my car past dreadful CA emissions...

Just got a newer used carb and rebuilt it... but still runs at a high idle
i cant figure it out... i have the mixture screws out 1.5 turns and have been messing with the idle screw and everytime i get to where it sounds about right it starts dying....and then dies!

and on top of that i dont know if its becuase my car isnt warmed up enough but it like to sputter at higher rpms in my gears especially 3rd!

I have new
Plugs
Wires
Distributor Cap
Belts
ANd did the timing

Please help me out...

you did gap the plugs to proper setting and not just put them in right? You cannot hear well in the vid. Is it idling high?
