Two is all you need.. But they must seal both the top and the bottom of the spacer. Sometimes the spacer isn't EXACT, fitting both the manifold and the bottom of the carb. To check this after install use carb cleaner or Propane at the spacer while running.. If the engine smooths out or gains rpm it is a sign that you have a leak.
BEFORE installing, the spacer should be put in place with bolts thru the spacer and the carb... a CLOSE visual inspection should be made to verify the spacer does in fact FIT the carb.
Using this method the spacer should be inspected to assure a fit to the manifold also.

IN the past, while swapping the same Ford setup on YJ Jeeps I have found spacers that needed a little grinding or fileing to make the 2150 carb fit properly. There is a certain screw head on the bottom of SOME carbs that is inside the manifold opening on Ford Carburator manifolds that HITS some spacers and causes the carb to sit above the gasket and not seal properly.
