CA vs FEDERAL EMISSIONS

I've got an 87 ranger (PCM/body built to federal standards) with an 86 2.9L engine. It has an EGR on the sticker under the hood as well as currently installed and functioning in the vehicle. The truck has Washington plates. I live in California and want to register it here. The guys at my local smog shop think that I can register it here in California. Does this sound correct?

My interpretation of what the DMV says about vehicles built to federal standards is that I cannot register it here.

The label should read that the vehicle conforms to California regulations(i.e. a 50 state vehicle), or that it is legal for sale in California.
Or not legal for sale in Calif.

Ford also has an on-line VIN decoder that works back to 1982 vehicles

Although I don't think they include emission equipment in that
 
From my small dealings with CA DMV if it was built before a certain year and has all the emissions systems installed it is good. If in doubt call them, they have a 1-800 number that can be found online.

The VIN decoder provides no information about emission/FED v CA.

I will give that a shot.

Does anyone know a lot about the referee process? The closest one to me is in San Luis Obispo. I thought about going to the referee, but the emissions need some work and I don't want to risk it going into the system as a gross polluter before I fix it. If anyone can shed any light on that it would be greatly appreciated. Thanks.
 
So I spoke to a BAR technician and got my question answered.

I can register my truck in CA so long as I pass the emissions requirements for my county.
 
IIRC early Cali 2.9s might have had an AIR pump. I have never seen one in person, nor have I ever seen an emissions label from a Cali vehicle from that year.

Thing of it is, AIR is the only thing I can think of that the 86 and 87 2.9 didn't' have. They had three way cats, FI, PCV, EVAP, EGR, and that's about all there was. Nothing had MAF back then.

My 1984 Ford Ranger had a belt driven smog pump on it, egr valve, and of course the catalytic converter. Not sure what else there may be emissions wise but to be California SMOG compliant they would have a belt driven smog pump to pass emissions.
 
You can register any 49 state vehicle here as long as it has over 7,500 miles on it and has all the smog equipment that it came with from the factory. Also has to pass the sniffer but I don't think it has to burn quite as clean as the Ca smog equip model. My Ranger came from Hawaii and doesn't even have an EGR. It passes smog no problem.

Yeah, but that is a 2.8, not a 2.9. I think all the 2.8s had AIR pumps. I have seen a few federal 2.8s and they all had AIR.
