Bumper Problem

Heys everyone,

i got into an accident last year and my bumper got bent in, i have bent it back but it still droops on the driver side becasue of the bumper bracket. I saw this replacement:

I was wondering if anyone knows if it has to be welded or how its mounted to the frame. Thanks, btw i have a 2wd 2004 ranger, XL standard cab
