Bronco II cranks but won't start

So, I have a 1987 Bronco II (2.9, 4wd, manual) and it fires on starter fluid, but isn't delivering fuel to the cylinders. I changed out the fuel pump relay, and still had the same issue. My next step was jumping the relay, which caused the fuel pump to squirt fuel, but the engine still wouldn't start.

Now it's been at the mechanic's shop for over a month, after sitting at another mechanic for nearly the same length of time. The first mechanic said it needs a new ECU, the second says the wiring is a nightmare and wants me to source a new wiring harness.

Has anyone dealt with this problem before?
 
Jump the relay and see if you have 40lbs at the rail.

My 87 is doing the same thing, the pumps running but im only getting 15 lbs of pressure.

Try changing the filter if youre not getting enough pressure. If that dont work do the pump.

It could be the ECM, but check your connections first.
