If they have anything that matches your application, I'd pay Harbor Freight a visit. I bought a 220cc from them that was simply amazing. 1 pull to start it when it was cold (less than 40F) as long as I set the choke first.

Keep your eyes peeled for anyone selling an old snowblower or Roto tiller. Most engines take very little work to get operational again. I just bought a 1984 snowblower for the engine but like it so much...I too, need another engine for my original project.

That is a verticle shaft briggs what HP and what is it for? If it holds oil and has compression you can likely fix it fairly cheap. Any lawn mower repair shop will have most parts on the shelf.

It is an old Toro riding mower and the piston does not move and the crank spins really fast.

Sounds like you need to tear it down and find out what happened! A model 195xxx is a vertical shaft 8hp if I remember right. A rebuild kit on eBay is like $65, with rod, piston, rings, gaskets etc etc.
