If i were to bolt on a hood scoop on my ranger and cut a hole in my hood for air flow would it help out the car anyway performance wise?

Your truck's intake is designed to pull air from behind the front bumper, outside of the engine compartment, so it's already as cold as it gets.
It might look awesome, but it wont do anything for performance.
