Body mount replacement - especially the bolt

It looks like my '89 beater failed inspection today. The bottom washer/bushing retainer rusted off. The bottom half of the bushing was still there. Since this is my beater I'm not planning on replacing all of the mounts. Quickly looking things over the the through bolt is spinning. How do you access the bolt head to stop it from turning? It appears to be up in a cross channel. My truck is a '89 X-cab and it's the LF body mount. I simply would like to put a new washer/retainer on an be done. Any tips on the bolt?

I'll assume there is a plug? In my head I was planning on using the hole saw if no access was there.

Theres an access hole in the pan. Just pull the carpet back, undo the phillips screws on the access plate, Put a socket wrench on the top and one at the bottom and have at it. if the bolts spinning, I bet the whole bushing assembly is gone.
