body lift bumper bracket

Hi ive got a problem with a performance accessories 2" body lift. The instructions aren't helpful at all. I cant figure out how the bumper bolts on to the frame brackets with the supplied raising brackets. It says I need to cut something but it doesn't really have a good description of what. Any help, BTW it is a 1994 ranger ext. cab Thanks!
