My blower is not working on 2 or 3 correctly. The 1st setting is the same for 2&3 but 4 works normally. I have changed the blower resistor twice with no resolution. Could it be the switch? I have tested the resistor with a volt meter and there is little change between 1 & 2 and no change from 2 to 3. I do not have A/C if that helps.
 
You have a bad resistor block, it is located under the hood by the blower motor. Shaold have several wires coming out of it.
 
wouldn't that be the same thing as the blower resistor? If so i have replaced that and the connector
 
on my jeep and the BMWs , this would be a blower motor starting to seize up. Put the blower on 2 or3 and then tap the motor with a screwdriver handle. If it starts, then take the motor out. The jeep blowers were easy to take out. They were screwed together, so I just took them apart to clean and oil. Never once had any trouble.:D
 
On the earlier models the blower switch controls ground to the blower motor. Test the resistor connector for continuity to ground. Hook one test lead to ground and flip through the switch and confirm your getting continuity on all of the positions. The resistor is in the duct to cool the coils as the fan runs on low the resistor gets the hottest make sure air flow is good past the resistor maybe pull the blower and clean the wheel good and make sure the duct and heater core aint plugged with leaves or pine needles. If you get ground to the resistor in all positions one pin per switch position then yea the resistor is bad. If you dont get ground at the resistor the switch or ground to switch are suspect.

Did you test voltage or resistance?

If you tested resistance and you aren't changing by at least 20 ohms when testing right at the resistor is is bad. End of story.

New parts aren't good parts, they are untested parts.
 
Your not looking for volt change, you need to use your ohm setting and look for resistance, the fact that it works in all ranges is a good indication that the switch is functioning correctly, other wise it should be dead on 2-and 3
