Blinker sits like a fence post

1998 Ranger 2.5 XLT regular cab.
Installed new clear type headlights, blinkers. While checking out the results I noticed this part of the blinker (see arrow) ain't doing anything, on both sides. There's a red bulb and I was expecting that it blinks, as a side marker but dang it's just sitting there like a fence post. Is this part of the blinker supposed to be doing something and if so, what?
The bottom part functions as parking lights and blinker just fine

IIRC that's a running light. Light the sidemarkers on my truck. Should be on anytime the headlights are on.
 
OK I will check if the bulbs need replaced (3157 from what I can see online.) BTW they are red. If it supposed to be on with the headlights like a side marker, shouldn't the bulbs be regular color and not red?
 
Yep, amber bulbs. Previous owner probably thought the red looked cool. I see all kinds of colors around here. Technically all illegal, but cops don't seem to care as long as it's not blue and/or flashing.

I went with smoked on mine, and have amber LEDs in them. Yes, they do not blink, stay on steady. They can be on without the headlights, in the parking light setting.
