^^^ yep, I'm thinking some 5" or 6" chimney pipe. Slice it up the center and flatten what you need to to hang it.

Something like this. Pretty minimal but will protect the contact zones on the back pretty well shielded..
use a crown vic front setup and full width crown axle out back
Are you using a power brake booster?
FYI,I installed that same pedal assy in my Fairlane when I first built it. Never could get happy with it. Installed a newer version with adjustable pedal pads and it's 1000x better.

I still have the one you posted,I'll part with it for not much $$ if you still want to stay with it.
those long bolts on the chains make me nervous, especially with the chain angle. I always clamp the chains / brackets tight.
