Been in an Accident iv been hit by left hand turner on a yellow!

Iv been hit in my 2010 For ranger on the drivers door it spin me a complete 360 and 2 full coffees when flying now im stuck with a flat rear driver tire as it blew. The police came and left "as they had other priorities and the accident was pretty clean and we're drive able and being its the weekend" and i have roadside assistance waited for them to come the two dudes said they dont have anything to lower it wtf i have everything but the bar to lower the cable i am seeing if someone knows anyway i can drop this tire because im alone now.. and with only a jack, tire iron, vice grips, a large pair of channel locks and a hammer. What could i possibly be to lower this / cut it. The trucks a write off fend to box damage but tires seem fine and everything works no leaks, etc.

Flag down a ford they used 2 style bars 50 50 chance they will have the one you need or beat the clip that holds the wire until it falls down

A 3/8 ratchet and extension should get it down. Doesn't always get it back up when loaded though.
