Bearing Races

Not sure how it happened, have never heard of it before but i was inspecting my bearings today and noticed that the outer race on one of the rotors was spinning in the rotor. I had another race and put it in and it did the same thing. The bearing is in perfect shape just the race spinning. Any ideas on why this would happen?
 
must have spun the race... replace the rotor, probably the bearing too. did you over or under tighten the spindle lock nut?
 
ya i got a new rotor but taking it apart nothing seemed to be too loose or to tight. I have seen them too tight be before and burn up the bearing but never seen the race turning.
